IMPROVE PUBLIC SAFETY
District 28 is one of the most diverse and culturally rich areas in Hawaiʻi. Every family from longtime local residents to immigrant communities building new roots, deserves to feel safe in their neighborhood. To strengthen public safety, I will:

Advocate for tougher penalties for repeat offenders

Advocate for Capital Improvement Projects for improved street lighting, park lighting and bus stop visibility

Securing abandoned properties
-
Expand youth sports, mentorship and after school programs
Together, we can strengthen trust, protect our communities, and create safer streets for everyone.

ADDRESS HOMELESSNESS AND ADDICTION
Homelessness and addiction affect communities across Hawaiʻi. District 28 deserves thoughtful, balanced solutions that protect dignity while strengthening neighborhood stability. To address these challenges, I will focus on the following priorities:

Work to expand funding for Rapid Re-housing and Housing First programs to provide short-term and long-term supportive housing access.

Advocate for more inter-agency coordination to allow for faster and broader support for our community.

Increase funding for behavioral health programs

Push for more substance abuse treatment capacity
By caring for people while upholding shared responsibility, we can restore stability and hope to our communities.

EXPAND AFFORDABLE HOUSING
Too many families are being pushed out of the neighborhoods they’ve called home for generations. District 28 is built on multigenerational families and immigrant communities who have planted deep roots here. My commitment to expanding affordable housing includes:

Support strategic funding, responsible zoning reforms, and targeted investments to expand affordable housing development.

Work to reduce waitlist barriers, increase funding, and strengthen outreach to improve access to Section 8 and public housing programs.
Affordable housing keeps families rooted. Preserving culture, strengthening community, and allowing the next generation to build their future right here at home.

WORK TO REDUCE COST OF LIVING
Hawaiʻi has the highest cost of living in the United States, with a cost-of-living index nearly twice the national average and working families feel that pressure every single day. I will take meaningful steps to:

Work to expand funding for workforce and attainable housing.

Support streamlining the permitting process to accelerate affordable housing development.

Advocate for eviction prevention initiatives, rental assistance programs, and tax incentives for landlords who maintain affordable rents.
We must take meaningful steps to lower everyday expenses, support local jobs, and create real financial stability, so families can move forward with confidence, not constant stress.
